Description

The Proficiency Test Program (PTP) in Inspección Visual Dimensional de vehículos de transporte escolar involves the inspection of the item itself.

The participant must follow their usual inspection routine, using as a reference the RTE INEN 041(2R) (M1 and M2) standard for commercial, school and institutional passenger transport vehicles, and the Instruction Manual provided by Qualabor.

Objective

The main objective of the proficiency testing program is to assess the Inspection bodies capability in performing this test/inspection, ensuring the reliability and consistency of the results. Participation allows for the identification of possible deviations, validation of methodologies, improvement of processes, and demonstration of compliance with technical and regulatory requirements. Eligible to participate are accredited Inspection bodies, those in the accreditation process, or those seeking to evaluate their performance in this test/inspection.

Evaluation Method

In this program, the following model will be used: Z'-Score.

Reason: Primarily used in proficiency testing for assays and sampling when there is no accredited and widely recognized assigned value. In this case, the assigned value is determined by the consensus of the participating accredited Inspection bodies. It is preferred over the Z-Score whenever possible and is mandatory when the uncertainty of the assigned value exceeds 1/3 of the round’s robust standard deviation.

Premise: Based on ISO 13528 guidelines.

Commitment Term

Qualabor’s activities as a proficiency testing provider are carried out with impartiality, and are structured and managed to ensure this characteristic. Qualabor guarantees that the identity of the participants in each program is kept confidential and is only known to those directly involved in its operation. It will only be made public if the participant waives confidentiality. Qualabor also ensures that all information provided by participants will be treated as confidential.

Furthermore, Qualabor guarantees that no commercial, financial, or other pressures will compromise the provider's impartiality. This is ensured through the “Acknowledgment and Agreement Term” signed by Qualabor personnel who are involved in activities that affect the quality of the proficiency testing program.

Accreditation

 

Qualabor is accredited as a provider of proficiency testing (Certificate Number: AP-2654, ANSI National Accreditation Board - USA) under the ISO/IEC 17043 standard for this program.

Reference Standards

Qualabor's QMS is implemented and effectively maintained according ISO/IEC 17043.

EPTIS

EPTIS helps you find a suitable proficiency testing (PT) scheme for your laboratory (a PT scheme is a coherent series of single rounds). For a large number of schemes we have produced data sheets and collected them in the EPTIS database. What is not included in the database is topical information on next PT rounds. When is the next round, and what is the matrix material this time? This information is too dynamic as to be included in the database. But you can find such details for a selection of schemes in our PT calendar.

At present, a listing on the database is only open to PT providers from countries that are covered by our so-called coordinators. They check the plausibility of the data sheet submissions and decide on their publication. They speak the language and are ideally familiar with local PT providers and cultural peculiarities. This helps to safeguard a reasonable level of database quality. There is no cost for PT providers who follow this basic mechanism.

Qualabor register every finished programs on EPTIS (European Proficiency Testing Information System) database, informing its technical characteristics to anyone who shows interest.

• Qualabor will notify the participant once the message is received.

• Qualabor will assess the complaint/appeal and, if necessary, will implement corrections or corrective actions, communicating the outcome to the participant.

• The participant can monitor the progress or request additional information at any time.

• The participant may challenge the decision if they find it unsatisfactory.

• If an accrediting or regulatory authority requires information related to the programs (such as participant lists or results), the data will be provided, and all affected participants will be notified in writing.
